The Energy Transition's Hidden Ledger
Who pays for decarbonization has already changed twice from consumers to markets to grids. A look at where the next phase of that cost is quietly heading.

Ask who pays for decarbonization and you'll get a confident answer depending entirely on who you ask, and depending on which decade of the transition they happen to be looking at. Ask an economist in 2015 and they'd likely point to consumers, absorbing the cost through higher electricity prices as renewable subsidies got built into the system. Ask the same question today and the honest answer has shifted meaningfully, and I don't think public understanding has caught up with how much it's shifted, or how much further it's likely to move again before this transition is anywhere near finished.
The consumer-pays era
The first phase of most countries' renewable buildout, roughly the 2000s through the mid-2010s, was funded overwhelmingly by consumers, usually indirectly, through feed-in tariffs and similar mechanisms that guaranteed early renewable developers an above-market price for the electricity they generated, with the difference passed through to household and business electricity bills. This was, in a narrow technical sense, an effective policy it did successfully bootstrap solar and wind industries that were, at the time, genuinely uncompetitive against fossil generation on cost alone, and needed some form of guaranteed revenue to attract the capital required to scale.
But it was also a genuinely regressive way to fund a public good. Electricity is a larger share of a low-income household's budget than a high-income household's, which means a flat surcharge on electricity bills to fund renewable subsidies extracted a proportionally larger sacrifice from exactly the households least equipped to absorb it. This was widely acknowledged at the time among energy economists, myself included, and defended anyway on the grounds that the alternative, funding the buildout through general taxation, was politically harder to pass and administratively slower to implement. I think that trade-off was probably the right call given the urgency of getting renewable capacity built quickly. I don't think it was costless, and I don't think the households who bore that cost got nearly enough acknowledgment for having borne it.
The cost-collapse era
Something genuinely remarkable happened over the following decade that changed this calculation almost entirely: renewable technology costs fell far faster than most forecasts, including my own, predicted. Solar costs fell by something like ninety percent over roughly fifteen years. Wind costs fell nearly as dramatically. By the early 2020s, new-build renewable generation had become cheaper than new-build fossil generation in most markets, without any subsidy at all, purely on a cost basis.
This shifted the funding question in a way that doesn't get nearly enough attention: for a meaningful chunk of current renewable buildout, the "who pays" question has an entirely different answer than it did a decade ago. Nobody is subsidizing this. It's simply the most cost-effective form of new generation available, and it's being built for straightforwardly commercial reasons. The public narrative around renewable energy still often carries an implicit assumption that it requires ongoing subsidy to compete, an assumption that was largely accurate a decade ago and is increasingly inaccurate today, at least for the generation technology itself.
Where the real cost has quietly relocated
But and this is the part I think gets least attention in the public conversation the cost of the transition didn't disappear as generation costs fell. It relocated, to a part of the system that's much less visible to the average person paying an electricity bill: the grid itself.
Integrating large amounts of variable renewable generation into an electricity system built around predictable, dispatchable fossil generation requires enormous new investment in transmission infrastructure, storage capacity, and grid balancing capability, none of which shows up in the price of a solar panel or the levelized cost of a wind farm, and all of which is genuinely expensive at the scale required. This cost is currently being funded through a mix of general taxation, grid operator borrowing, and, yes, still consumer bills, but in a much less transparent form than the old feed-in tariff surcharges bundled into grid connection fees and network charges that appear on a bill without any clear line connecting them to the renewable transition specifically.
I think this shift toward less visible funding mechanisms is genuinely concerning, not because grid investment is a bad use of money, it's essential and I'd defend the spending itself without hesitation, but because opacity in how a cost gets funded tends to produce worse political outcomes over time than transparency does. When the cost of the transition was visible and attributable, as it was during the feed-in tariff era, it generated real political debate about who should bear it and how the burden should be distributed. When the cost moves into grid charges and general taxation, it becomes much easier for that same distributional question to go unexamined entirely, right up until the point where accumulated grid investment costs become large enough to generate a genuine backlash, and by then the distributional pattern is already locked in rather than something still open to adjustment.
Who's likely to pay next
Looking forward, I think the next major phase of transition cost is going to fall increasingly on capital markets and, through them, on savers and pension holders rather than directly on consumers or taxpayers, as the scale of investment required for grid modernization, long-duration storage, and industrial decarbonization exceeds what public budgets alone are likely to fund and increasingly gets financed through private capital seeking a return, which ultimately traces back to household savings and pension funds one way or another.
This isn't necessarily a bad allocation of cost. Return-seeking private capital financing genuinely productive infrastructure is, in principle, a perfectly sound way to fund a transition of this scale, arguably sounder than relying purely on public budgets that are already strained by other demands. But it does mean the "who pays for decarbonization" question a decade from now will likely have yet another different answer than it does today, and I'd like to see that shift discussed more openly in advance, rather than discovered retrospectively the way the shift from consumer-funded subsidies to consumer-funded grid charges largely was.
The honest version of the answer
If someone asks me plainly who pays for decarbonization, my honest answer now is: it depends entirely on which decade you're asking about, and the honest follow-up is that the answer has already changed twice within my own career and will very likely change again before the transition is complete. I think the public conversation would be considerably healthier if that shifting, layered nature of the cost were acknowledged directly, rather than each phase being narrated as though it were the final, settled answer to a question that has never actually had one.
